Maybe it is obvious for the native to English-speakin culture but I just happened to learn that Panopticon, originally, was not a collection of interesting of horrifying things but a type of prison designed by Jeremy Bentham of Britain at the end of the 18th century.
This type of construction had an observation tower at the center while the cells were at the perimeter.
According to Wikipedia, Bentham himself described the Panopticon as "a new mode of obtaining power of mind over mind".
